MISSION STATEMENT

The mission of the Secretariat of Pan African and International Affairs is to represent the solidarity of the A-APRP(GC) and of our African Masses with revolutionary Peoples throughout the world. It also works to develop and maintain this solidarity in the form of support for the A-APRP(GC) by identifying, cultivating and maintaining strategic, tactical, and principled relations with progressive, revolutionary political parties, governments, coalitions, fronts, etc., that is unswerving with Nkrumah-Toureism, our strategy, political line, and objective.  Consistent with Nkrumahism-Toureism, our political line, our strategy for Party building and the tactics utilized by the Party in implementing its Pan-Africanist policies, Sekou Toure states,

“[a]nd the first step in this direction is to get acquainted with the history, customs, and way of life of the people in the country to which he has been assigned. It is only when he really gets to know the world and its people that he can be in a position to distinguish fact from fiction. It is most important that he should be able to do this. And more important still, that he has the courage to come out boldly in the defence of facts when he recognizes that they have been distorted.” [Samuel Obeng. Editor. To the best of the ability of our Supporters, Pre-cadre and Cadre, we must study, internalize, and cultivate relationships with all Peoples of the World.

The Secretariat of Pan African and International Affairs is the primary political arm of our Party that is empowered as the contact and liaison with our African and international allies and friends.  Through its work, this secretariat helps with the growth and development of Party members who must learn to ideologically, strategically, and tactically understand and apply in practical terms the universal nature of the struggle against all forms of oppression and exploitation by developing organic relationships and support with our allies.

The Secretariat of Pan African and International Affairs provide revolutionary intelligence, information, and education to African people, other oppressed and struggling Peoples. This information regarding our potential and ongoing political and organizational relationships demonstrates the universality and organic links associated with the struggle against capitalism, imperialism, zionism and neo-colonialism, the last stage of imperialism. This critical responsibility mirrors our understanding that

“all peoples should regard it as their pressing duty to use all their energies, means and will to enforce peace on the powers of aggression, by removing all factors which favour domination, oppression and exploitation in the world. This is the worthwhile path which the peoples of Africa have chosen.” [Ahmed Sekou Toure. African on the Move: Guinea’s – Foreign Policy the Way of Peace. pp. 538.]

Consequently, this intelligence, information and education will expose the strengths and weaknesses of Africa’s Anti-People’s class and of our National enemies and enemies of our Social Revolution.

It is our aim to ensure the growth and development of a popular revolutionary egalitarian, humanist, socialist Pan African understanding of the absolute necessity of being in solidarity with and maintaining organic relationships and support with all of the world’s revolutionary and progressive forces who are fighting for Human Dignity, Democratic Rights, Women’s Emancipation, National Liberation and Unification, Scientific Socialism, and Pan-Africanism.

Objectives and Work

  • The Secretariat of Pan-African and International Affairs engages the party and African people and the international community in an ongoing massive anti-repression educational campaign to assist in creating the conditions necessary to organize a broad-based coalition to Smash the FBI/CIA and other imperialist and neo-colonialist intelligence agencies. This work organically links the A-APRP(GC) to the anti-repression, political prisoner movements worldwide and the fight against mass incarceration. We are clear that it is imperialism that is directly responsible for the overthrow of progress and revolutionary governments, the false imprisonment, torture, and assassination of African and international revolutionaries, and a disinformation campaigns to spread confusion among the African masses.
  • The Secretariat of Pan-African and International Affairs assists with recruitment, orientation, Pre-cadre and Cadre development through Pre-cadre and Cadre study and work as it relates to building alliances on the local, regional, national, and Pan-African levels as defined and approved by the A-APRP(GC). It organizes this work and monitors, evaluates, and reports, to the A-APRP(GC) Political Bureau, secretariats, chapters, branches, mass organizations, and members. It provides political education on the nature of the relationships with Party alliances, the Party’s overall understanding of the zone theory and how alliances are established and maintained at the chapter, branch, regional, national, and Pan-African levels. It develops materials and tools to explain and intensify these relationships.
  • The Secretariat of Pan-African and International Affairs is the leading organ in the A-APRP(GC)’s efforts to ally itself with other progressive and revolutionary governments, political parties and organizations who seek to create a world free of nuclear armaments and to eradicate the conditions for war and for a just and lasting peace.
  • The Secretariat of Pan-African and International Affairs prioritizes and conducts research on political organizations, parties, coalitions, united fronts and geo-political zones to direct the theory and practice of the A-APRP(GC)‘s alliance policies. It develops internal and external political education and organizational materials (written audio, printed, interactive, and visual) to cultivate Nkrumahist-Toureist thinking and practice with respect to our alliances. It is assigned to develop and coordinate a system to collect process and analyze information, research and other materials needed to develop and implement the international and Pan-African policies of the A-APRP(GC).
  • The Secretariat of Pan-African and International Affairs develops and facilitates a system and a process to identify, collect, centralize and distribute resources, information, monies, supplies, equipment, machinery; etc. All of the A-APRP(GC)‘s property must be inventoried. It engages in systematic communication with members of the secretariat and other organizers and structures through verbal and written reports.
  • The Secretariat of Pan-African and International Affairs organizes, hosts, and attends African and International colloquiums, tribunals, congresses, conferences and seminars to strengthen our solidarity with revolutionary and progressive governments, political parties, coalitions and fronts worldwide to advance the quality or our relationships with our current allies and continue to work to identify new ones.
  • The Secretariat of Pan-African and International Affairs is empowered to organize and attend meetings, receptions, programs, delegations, demonstrations, etc. to further the Pan-African and international goals and objectives of our political policies.
  • The Secretariat of Pan-African and International Affairs meets periodically to plan, document, assess, and rectify the work of the secretariat in the course of the implementation of its mandate.

A-APRP(GC) Zone Theory

The A-APRP(GC) recognizes two primary geo-political zones comprising Africa, the African Diaspora and the world. In our analysis, a geo-political area or country is either enemy- held (internal, and external enemies) or liberated. History has documented that Revolution is the only process that transforms enemy-held zones into zones that are liberated.

A zone or country is under enemy control, when it is dominated by and controlled by capitalism, imperialism, colonialism, settler-colonialism, segregation, apartheid, zionism, and neo-colonialism – the last stage of imperialism. This zone represents most of the world under which the masses of the world’s People are ruthlessly exploited and oppressed. “A territory under enemy control therefore is governed against the interests of the majority. Such zones are economically, militarily and politically alienated. It is precisely in these territories that that the enemy has its military camps, aerodromes, naval establishments and broadcasting stations, and where foreign banks, insurance firms, mining, industrial and trading companies have their headquarters. In other words, these zones are enemy nerve centers.”  [Kwame Nkrumah. Handbook of Revolutionary Warfare: Strategy, Tactics, and Techniques. pp. 46-47.] The entire African continent is an enemy-held zone.

A liberated zone is a zone or country where a revolutionary party has overthrown neo-colonialism or a client state and is in the process of consolidating its power. A liberated zone is a zone or country where socialism is entrenched and the Masses of the People are ideologically committed to Revolution and scientific socialism. This zone is a political, economic, military and human resource for other struggling revolutionary parties and Peoples worldwide, based on the principles of revolutionary internationalism and/or Pan-Africanism. Kwame Nkrumah states that “It therefore follows that a liberated zone can only be organized by a radically anti-imperialist party whose duty it is to decolonize, and to teach and [the] practice of socialism as applied to the African social milieu, and adapted to local circumstances.”  [Kwame Nkrumah. The Nkrumahist-Toureist Ideological Institute

The Secretariat of Pan-African and International Affairs’ role in The Nkrumahist-Toureist Ideological Institute is to provide education on our current and potential alliances and current events of the world by updating and maintaining current and accurate news on our Party web portal. This is particularly true internal to Pre-cadre and Cadre circles, recognizing that political education and ideological training is the primary work of the A-APRP(GC).

This work grounds the theoretical aspects of the Institute with the living reality of the revolutionary and counter-revolutionary world. It in addition, develops Supporters, Pre-Cadre and Cadre equipped with the prerequisite skills and knowledge to build alliances on the local, regional, national, and Pan-African levels as defined and approved by the A-APRP(GC). It provides political education on the nature of the relationships with Party alliances and the Party overall understanding of the zone theory. To intensify this process the Nkrumahist-Toureist Institute and Party School develops internal and external political education materials (written audio, printed, interactive, and visual) for the Web Portal and to cultivate Nkrumahist-Toureist thinking and practice on the question of internationalism and Pan-Africanism. Steeled cadre with a love for World Humanity must be developed. This is a principled struggle.

Pan-African Relations & International Solidarity Unit

The Pan-African Relations & International Solidarity Unit is empowered by the Secretariat of Pan-African and International Affairs to organize and attend meetings, receptions, programs, delegations, demonstrations, etc. to further the Pan-African and international goals and objectives of our political policies. It organizes, hosts, and attends African and International colloquiums, tribunals, congresses, conferences, seminars and African Liberation Day (ALD) to strengthen our solidarity with revolutionary and progressive governments, political parties, coalitions and fronts worldwide to advance the quality or our relationships with our current allies and continue to work to identify new ones. It oversees how alliances are established and maintained at the chapter, branch, regional, national, and Pan-African levels. It develops materials and tools to explain and intensify these relationships.

In addition, the Pan-African Relations & International Solidarity Unit is responsible to engage the party, African people and the international community in an ongoing massive anti-repression educational campaign to assist in creating the conditions necessary to organize a broad-based coalition to Smash the FBI/CIA and other imperialist and neo-colonialist Intelligence agencies. It engages in systematic communication with members of the secretariat and other organizers and structures through verbal and written reports.
